Start With Process Data, Not Just Pipe Size
Hydrogen flow meter sizing is not like water or diesel. Hydrogen has a very low density around 0.089 kg/m3 at standard conditions. A small change in pressure changes gas density and velocity. You need actual operating pressure, actual temperature, minimum flow, normal flow, and maximum flow. Most engineers skip this part. We have seen customer sites where a meter sized only by pipe diameter gave poor turndown at low flow.
Because hydrogen density is low, a 50 mm line may only need a DN40 or DN25 flow meter to keep gas velocity high enough. For hydrogen service we ask for these values. Fluid composition, operating pressure in bar, operating temperature in °C, pipe size DN, flow range in kg/h or Nm3/h, and hazardous area classification. Provide the composition because some hydrogen streams contain moisture, methane, or trace CO2. These change density and meter response.
ATEX Zone 1 and Zone 2 for Hydrogen

Thermal mass flow meters are often the first choice for hydrogen gas lines under 100 kg/h. They work well at low pressure and low flow because they measure gas mass velocity directly. For larger lines from 100 kg/h up to 2000 kg/h, a Coriolis mass flow meter gives high accuracy, direct mass reading, and repeatability. Vortex flow meters can work on hydrogen but need sufficient velocity and may be affected by low gas density.
For a hydrogen electrolyzer output line we normally recommend a thermal mass flow meter with 4-20 mA HART and ATEX Zone 2. For hydrogen feed to a fuel cell or blending skid, a Coriolis meter with Ex db IIC certification gives the best accuracy. In practice, the right choice depends on turndown. A thermal meter can handle turndown up to 100:1 on some gas ranges. A Coriolis meter gives 20:1 to 50:1 turndown depending on sensor size.

If you only have volumetric flow in Nm3/h, convert it to mass flow using hydrogen density at normal conditions. One Nm3/h of hydrogen is about 0.089 kg/h. A request that says 100 Nm3/h is roughly 8.9 kg/h. This is small in mass terms but still flammable and requires proper sizing.
